Keinan, as a Lieutenant Colonel in the Israeli Armed Forces, directed operations of systematic killing of group members, planned and executed military operations leading to the physical destruction of the Palestinian people, commanded acts of forced displacement and transfer of populations, and committed acts of persecution against identifiable groups, in violation of the obligations to protect civilians and observe fundamental human rights during armed conflict.

The destruction of a housing complex consisting of 320 apartments— originally built in 2017 for impoverished families whose homes had been destroyed in previous Israeli attacks—could be documented during the “humanitarian pause” in Israeli bombardments. The complex was located in the village of Wadi Gaza, known locally as Juhr al-Dik, in the southern part of Gaza City.
