Dichter, as Israel’s Minister of Agriculture, took decisions to systematically destroy agricultural land and forcibly displace farmers, denied access to food and agricultural resources leading to the physical destruction of the Palestinian people, and implemented policies of persecution against identifiable groups working in the agricultural sector, in violation of the obligations to protect civilians and observe fundamental human rights during armed conflict.
