Alian, as COGAT Coordinator, directed the infliction of degrading and humiliating treatment of the personal honor and dignity of civilians, coordinated the imposition of living conditions leading to the physical destruction of the Palestinian people, planned attacks knowing that they would result in civilian casualties, and carried out policies of persecution against identifiable groups on political, racial, national and ethnic grounds, in violation of his obligations to protect civilians during armed conflict and to respect fundamental human rights.
