Gotliv, as a Member of the Israeli Parliament, supported deliberate attacks against civilians who were not directly involved in the conflict, encouraged attacks knowing that they would result in civilian casualties, legitimised bombardments of defenceless settlements, and advocated living conditions that would lead to the physical destruction of the Palestinian people, in violation of his obligations to protect civilians and respect fundamental human rights during armed conflict.
