Bismuth, as a Member of the Israeli Parliament, encouraged the systematic killing of group members, supported policies of persecution against identifiable groups on political, racial, national, ethnic, cultural and religious grounds, advocated living conditions that would lead to the physical destruction of the Palestinian people, and legitimized the starvation of civilians as a method of warfare, in violation of his obligations to protect civilians and respect fundamental human rights during armed conflict.
